Why Can’t We See The New Moon?

We are told that during the New Moon the Moon is in front of the Sun and therefore it too bright and we can’t see it and yet we can see ISS with solar filters against the backdrop of the Sun. In theory during every New Moon we should have an eclipse since the Moon and the Sun are optically the same size.

When the new moon is directly between the earth and the sun it is called an eclipse. When the new moon is not directly between the earth and the sun the moon is very difficult to see because the sun shares the sky, and the light reflecting to us from the moon is very dim.
