Well, if your trying to control heinous criminals graphene oxide might do the trick. Should a serious criminal is holding someone as a hostage, one click of a button and the graphene oxide will grind his brain up while he's holding a knife or gun to an innocent person's head. Clean up is a snap, no guns needed. This procedure could be used on child molesters, rapists, along with bomb making terrorists. The only tool a police officer would need is a cell phone. The program would be an app in the phone. Of course it would have to be hack proof. And with AI, even the Police wouldn't have to do the investigative work.
