Anytime you hear any government official say any number regarding how many people are vaccinated, you can basically cut that number in half. This is an old psychological trick to grossly exaggerate the numbers of people in a group or behaving in a certain manner as a means to try to normalize that behaviour or get other people to feel bad about not belonging to the group.
