The ozone panic was about CFCs and supersonic aircraft. Admittedly, that was just as stupid as blaming it meat. Ozone is created by UV light interacting with oxygen, it is unstable and decomposes back to oxygen releasing the energy in the infra-red. The process effectively down converts UV to infra-red. No gas can 'block' radiation in the sense of making it disappear, because that contravenes the Law of Conservation of Energy, nor do gases reflect radiation, except when ionized. The are 'holes' in the ozone layer at the poles for the simple reason that the solar flux is a minimum there, it has absolutely nothing to do with human activity.
