Incendiary drones can't be arrested for setting fires, where the advantage for crininals to use them, just like a terrorist attacks using personal drones carrying explosives, can't really be traced, unless you spot the criminal with the remote control, if not totally camouflaged, and even then, you still have to prove in could that it was that remote, and that guy using it. I'm sure some of those fires in western Canada are also intentionally started.
