Look at the damage and destruction in the film, they have been targeted for 8 long years. The Ukraine army has been defeated. They will launch missiles, maybe some arty depending on how far back from the border they have been pushed. Long Live Luhansk!

Probably a bit premature for civilians to be waving Russian flags, even if they are Russian, because in war things can change very rapidly, and such people would be targeted by Ukrainian forces if that were to occur.
