The person taking the video is correct that the cop is completely embarrassed and is confused as to what to do. I'm amazed that the cop didn't call for a dozen other police officers to tackle this person to the ground like we have seen on so many other videos. The person taking the video is completely correct in that nobody has the right to ask the details of an exemption. He also did the right thing by asking for the person's number so he can lodge a complaint later on. The only thing missing from his warning is to threaten the officer with personal legal action against him for violating his civil rights.

I have come to the conclusion that most cops now days were beat up as kids and now use their badge as a power trip.
