You have not understood what he is saying here. He is not saying that they don't want to inject everybody but rather they want to get this approved for use in children to avoid any legal liability for anyone who receives a shot. There is already legislation in the United States that provides for this liability exemption for any vaccine that is approved for children. He is explicitly not saying that they will only be injecting children if it's approved.
