This is the first time I've heard of them doing this, and if it is widespread, it would be important information to know. What is definitely known is that these people are transvestites that are usually gay as well and that dressing up in women's clothing is a source of sexual excitement for them. I don't think it is a stretch of logic to say that doing it in front of children provides them with even more sexual excitation.
