They want the populace in a perpetual state of fear and anxiety. Just look at the weather forecast every day. Sunny days: UV warning, rainy days: flash flood warning, chance of thunderstorms: possible severe wind & hail warnings, average day: air quality warning. On top of all that, they're wrong half the time for things forecast 2 days out. Which causes people to be angry and untrusting and suspicious, which is also fully intentional.
