When the sun dropped to the horizon it falls behind a thick layer of clouds hanging horizontally over the surface of the water. The cloud layer between the sun and our eyes acts a light filter. With the filter in place we can now see the actual size of the sun, without the previous blinding glare, which made the sun appear larger than it really was. Same as looking at arc welding with and or without dark welding goggles.
